With any surname project, the aim is to compare and then to categorise the various families.  Not so long ago, it was easy to change surnames, so even if you have the same surname as your
neighbour, it does not mean you are related.  This is becoming more and more common as mothers use their own names for their children rather than the traditional (in the West at least) man's surname.
