The Siebenbuerger Sachsen folks is a German speaking minority which settled at the region north of the Carpathian mountain range in today's Romania. Every person who can trace their genealogy back to Siebenbuergen / Transilvania is welcome to join. Other German speaking minorities like e.g. the "Banater Schwaben" are also welcome since there doesn't exist a project for them yet at FTDNA.
