Are all COSS_Rs and CROSS_Rs related? Are they all from Scotland originally?

Where do the COSSERs in the English West Country come from? Were they originally Scots, or are they a separate group?

CROSSER lines 12 and 39 were living in the same street in Lanarkshire, Scotland in 1841. The documents are inconclusive. Are these lines related?
